Abstract

Analyses the European Commission's package of proposals to reform the EU telecommunications regulatory framework, focusing on the institutional, procedural and normative amendments to the "constitutional fundamentals" of the framework designed to strengthen enforcement. Looks at the current enforcement system's flaws, the proposed Body of European Regulators for Electronic Communications and procedure for consistent application of remedies, the lessons provided by the European Competition Network, the strengthening of national regulatory authorities, and appeals in national courts.
